Card-Check: No Vote Before Summer

By George Stephanopoulos / ABC

Congressional supporters introduced the Employee Free Choice Act, the so-called "card-check" legislation, with more than enough co-sponsors -- 223 -- to pass the House.

But that won't happen anytime soon.

Missouri Democratic Sen. Claire McCaskill's observation Sunday on "This Week" that "card-check" can't clear the 60-vote hurdle was reinforced today by wavering Democrats -- and at least one Republican -- who aren't quite ready to face the wrath and spending of the U.S. Chamber of Commerce.

Sen. Ben Nelson, D-Neb., told reporters today that he doesn't support the current form of the bill introduced by Sen. Tom Harkin, D-Ia., today ...meaning more GOP votes for Senate Majority Leader Harry Reid, D-Nev., to find.

Even Al Franken's expected entry to the Senate won't make the difference.

So Reid has decided not to schedule a floor vote before the summer, likely July, according to a leadership source, and House Speaker Nancy Pelosi, D-Calif., won't schedule a vote until she sees how "card-check" fares on the Senate floor.

Don't expect any serious talk of a compromise before then either, even though President Barack Obama suggested that was something he'd like to see in a Washington Post exchange that didn't get enough attention back in January.
